The Brownstown Downtown Development
District and Plan was adopted by the Board of Trustees, by Ordinance #281,
on May 17, 1993.
A Downtown Development Authority (D.D.A.) between 8 and 12 members, is appointed by the Board of Trustees to implement the plan, within the district approved. Also, residents of the community and within the district are appointed to a citizens advisory committee to give input and advise the D.D.A. Board. The D.D.A. Board has established a 20-year time limit for completing the Development Plan. The funds are captured from tax increases within the District over and above the base year of 1992 with exception of school taxes, which are not captured, as a result of Proposal A. Monies are used for projects within the district, recommended by the D.D.A. Board and approved by the Board of Trustees. The purpose of the projects is to: prevent deterioration, promote economic growth, improve utilities and public facilities, and create financing to enhance and further the purposes stated.
